The State of California’s proposed new “dredge and fill” policy will include riparian areas in their policy scope as "waters of the state" in some measure. The State Water Resources Control Board has asked SWS-Western Chapter for assistance in articulating (via a white paper) the relationship between riparian areas and traditional wetland “functions and values” and how these might relate to the beneficial uses that the State is attempting to protect via their policies.
