Do mitigation sites over 5 years old resemble their original plans in terms of vegetation and habitat types

There are over 50 wetland mitigation sites which have been constructed in the Portland metropolitan area since the late 1980s. We visited a sample of these sites during the early 1990s. We are curious to see what the development pattern of these sites has become over the longer term. Invasion by reed canary grass in floodplain areas, for example, may be affecting habitat development at wetland mitigation sites. The prolonged high water during the winters and springs of 1995 and 1996 may have also affected mitigation site development. Maintenance, or the lack of maintenance, has undoubtedly affected some of these sites. The intent of the study is to produce a set of comparison maps for each site, consisting of the original planting/vegetation plan versus photographs of the site as it exists not and a field-corrected map of the site. If many of these areas no longer meet a test of 90 percent native species composition, is it realistic for the agencies to require such proportions in their permit conditions?
