Use of Aerial Photography to Interpret Wetland and Upland Change-Willamette Valley, Oregon

The U.S. Fish and Wildlife Service's National Wetlands Inventory (NWI), Portland Regional Office, completed photointerpretation for a ten-year wetland and upland change study in the Willamette Valley of Oregon. A stratified two-stage systematic sampling of the Willamette Valley Ecoregion resulted in 114, one square mile, sections to be interpreted. Existing aerial photographs from 1981/1982, and 1994 were obtained for each section. The classification system, aerial photographic interpretation and mapping conventions were modified versions of those used for NWI's National Status and Trends. Use of various stereoscopic equipment allowed for interpretation of aerial photographs, from two eras, with different emulsions, seasons, and scales, to be merged for accurate analysis. The data were digitized into a Geographic Information System (GIS) computer system for analysis. The study design used for the Willamette Valley is applicable to other regions or entire states and is a reliably accurate and cost-effective approach to determining wetland and upland changes over a period of time in a statistically valid manner.
