Locally Sponsored Mitigation Banking
17) Abstract Text:
This study was initiated by the U.S. Environmental Protection Agency (EPA) in response to a need by local governments for technical guidance regarding mitigation banking. The preliminary results of the study are presented here. This report reviews and evaluates existing or proposed mitigation banks that are sponsored by local city or county governments. The study identified and profiled fifteen case studies from across the country and discusses their experiences, to date, on establishing mitigation banks. This review includes information on various types and sizes of banks, project objectives, and funding mechanisms. The case studies represent banks that are commercial or single-user, public-agency or partnership run, and administered through trust funds or established for a priori mitigation (i.e., wetland improvements conducted in advance of wetland impacts). The study discusses barriers and difficulties encountered by local sponsors and identifies factors that contribute to mitigation banking success.
